Foreign skilled workers most commonly attain permanent residence (PR) in Canada through the federal Express Entry Program. Applicants are selected through a point-based system, wherein each candidate who submits an Expression of Interest (EOI) under the three program sub-categories is attributed points out of 1200 based on various core and additional factors. This point-allocation tool is known as the Canada PR point calculator, officially named the Comprehensive Ranking System (CRS).

Candidates in the EOI pool are ranked according to their point scores. Only the highest-scoring profiles that meet the minimum point requirement or ‘cut-off’ receive invitations to apply for permanent residence from the federal government authority — Immigration, Refugees and Citizenship Canada (IRCC) — through regular rounds of invitations. The CRS cut-off changes with every invitation round.

Since there is no official Canada Occupation in Demand List, the CRS assesses a prospective immigrant’s employability and potential for financial success. To fully understand the working of this system, and create a strong profile, immigration aspirants must carefully examine the distribution of points under every selection factor:

CORE FACTORS

Human Capital Factors — Maximum 460 points (if applying with a spouse/common-law-partner) or 500 points (if applying without a spouse/common-law-partner)

· Age — Maximum 100 points (with spouse/common-law-partner) or 110 points (without spouse/common-law-partner)

· Academic Qualifications — Maximum 140 points (with spouse/common-law-partner) or 150 points (without a spouse/common-law-partner)

· English/French Language Skills — Maximum 150 points (with a spouse/common-law-partner) or 160 points (without a spouse/common-law-partner)

· Work Experience in Canada — Maximum 70 points (with a spouse/common-law-partner) or 80 points (without a spouse/common-law-partner)

Spouse Factors (if applying with a spouse/common-law-partner) — Maximum 40 points

· Academic Qualifications — Maximum 10 points

· English/French Language Skills — Maximum 20 points

· Work Experience in Canada — Maximum 10 points

Skills Transferability Factors — Maximum 100 points

Post-secondary academic degree with good/strong English/French language skills OR work Experience in Canada — Maximum 50 points

Work Experience outside Canada with good/strong English/French language skills OR work Experience in Canada — Maximum 50 points

For people engaged in trade occupations: Certificate of qualification with good/strong English/French language skills — Maximum 50 points

ADDITIONAL FACTORS

· 11 of the 13 Canadian provinces and territories run Provincial Nominee Programs (PNPs), which nominate foreign nationals for permanent residence. Attaining a nomination adds 600 points to the score. For instance, if the Ontario PNP nominates a candidate, the Express Entry profile will automatically register 600 additional points — and the candidate is likely to receive an invitation to apply in the next invitation round.

· Having a valid job offer form a Canadian employer adds either 50 or 200 points, depending on the skill level or type required to perform the job.

· Having sufficient French language skills adds either 15 or 30 points, depending on the level of English language skills.

· Having a post-secondary academic credential from a Canadian educational institution adds either 15 or 30 points, depending on the duration of the program.

· Having a brother or sister who is a Canadian citizen or permanent resident adds 15 points.
